Rhinebeck board approves range of routine resolutions, hires and program actions

The Town of Rhinebeck Town Board on Sept. 29 approved a package of routine resolutions and administrative actions, many by unanimous voice or roll‑call votes. Major items included adoption of an amended memorandum of understanding with the Hudson Valley Regional Council, hires for town bookkeeping and payroll functions, adoption of climate planning documents, and multiple recreation and operations items.
Key outcomes recorded in the meeting:
- Hudson Valley Regional Council MOU (resolution 20 25 2 19): The board adopted an amended memorandum of understanding to permit methane monitoring at the town landfill; counsel confirmed the amended MOU names the town as an additional insured on any HVRC policy. Motion to adopt as amended passed unanimously.
- Agreement with Sisters of Saint Ursula (resolution 20 25 2 12): The board approved a cooperative MOU to assist in marketing the Lynnwood Road property (see separate article). The board amended the resolution on the floor to reference the attached agreement and voted unanimously.
- Personnel and staffing: The board authorized hiring a full‑time payroll clerk/bookkeeper (Jennifer Deversera) and created a year‑round part‑time records clerk position to assist records cleanup. Resolutions approving hires and positions passed unanimously.
- Climate action and adaptation plans (resolutions 20 25 2 21 & 20 25 2 22): The board adopted the Climate Smart Action Plan and Climate Smart Adaptation Plan prepared by consultants; both resolutions passed unanimously.
- Recreation and operations: The board approved a series of recreation program actions (indoor soccer, skate jams, Fall Festival, recreational refunds), turf-field maintenance contract renewal, Bocce court reservation system, cemetery cleanup day, and Fire Department training use of the cemetery building. All passed unanimously.
- Budget and finance items: The board scheduled budget workshops (October 7 and October 14 as needed), approved preliminary abstracts, budget transfers and capital project abstracts, and authorized destruction of records permitted by law. All passed unanimously.
- Clearwater docking request (resolution 20 25 2 18): The board granted use of the Rhinecliff dock for Clearwater’s October 19–20 visit; passed unanimously.
Board members offered remarks of appreciation on many items and asked staff to circulate amended documents where attachments were missing from packets. Several resolutions were amended on the floor to correct attachments or clarify dates before unanimous votes. No opposed votes were recorded on these routine items at the Sept. 29 meeting.
