Commissioners discussed giving the Bourbon County sheriff view-only access to the county's CIC document-scanning system so the sheriff’s office could verify receipts and review scanned billings without altering records.
Commissioners and staff said the intent was not to change existing records but to allow the sheriff to confirm that receipts and scanned documentation were present. The clerk’s office confirmed at the meeting that users could be provisioned as "view only." Commissioners also discussed future full (editable) access for a new sheriff’s office employee who will handle entries; the commission said that full access would require additional safeguards and clear assignment of responsibilities.
Commissioner Jeremy Milburn asked for a standard operating procedure from the clerk’s office and from the sheriff’s office that would document who is responsible for data entry and scanning. Milburn said: "I think as a governing body, we need an SOP. Standard operating procedure of how... certain things are entered into the system. Because I don't know what I don't know. I need the document to see and to compare."
At the meeting commissioners reached a consensus to permit view-only access for the sheriff and to have the clerk provide the requested statute citation and an SOP for how bills are entered and scanned. The clerk agreed to email the statute to the commissioners and to provide the SOP at the next meeting.
