Escondido council adopts facility-use policy setting rules for council-hosted forums and neighborhood celebrations

The Escondido City Council voted unanimously to adopt a Council Facility Use Policy that defines how council members may use city and school district facilities for constituent events and small neighborhood celebrations.
Zach Beck, city clerk, presented the policy, which establishes two event types: community public forums and neighborhood celebration events. The policy allows council members to host up to four community public forums per fiscal year (with a 14-day advance notice requirement) and up to two neighborhood celebration events per fiscal year (with a 90-day advance notice requirement and a 300-person cap). School-district facilities may be used for public forums; neighborhood celebrations are intended for district-level, neighborhood-focused gatherings on city property.
The policy includes legal safeguards designed to protect Brown Act compliance and campaign-finance rules. It prohibits campaign activities, fundraising, events promoting political candidates or ballot measures, charging admission fees, alcohol consumption, and discriminatory activities. The policy also requires uniform promotion through the communications department and custom signage identifying the lead council member for each event.
Councilmembers who spoke in support called the policy a long-sought, practical framework to make it easier to hold town halls and neighborhood events while preserving transparency. Several members asked clarifying questions about the scope of neighborhood celebrations and whether certain larger citywide events would fall outside this policy; staff said the policy is intended for district-focused gatherings and that larger citywide events would be handled separately through the special-event permit process.
The council approved the resolution adopting the Council Facility Use Policy by a 5-0 vote. Staff said the policy will be administered by the city clerk's office in coordination with the city manager's office, and that officials will evaluate its operation over time and may adjust procedures based on experience.
