Pool project scaled to fit budget; pathway lighting moved to add-alternate as city readies bid

City staff reported an updated timeline and scope for the Willows parks and pool renovation on Aug. 26 after engineering estimates showed the pool portion of the project exceeded the initial budget by roughly $1 million.
Project manager Joe (staff) said staff removed a proposed solar roof for the bathhouse and a solar shade structure, cut back the bathhouse scope and changed several other items to lower cost. Those changes reduced the shortfall by about $500,000; staff also proposed using development impact fees and other available funding to make the project budget-neutral. Pathway lighting, a substantial labor cost, was removed from the base bid (about $425,000) and will be included as an additive alternate so the city can add it later if funding is available.
The revised base project still includes a full pool remodel, new concrete pathways, resurfaced tennis courts, new pickleball turf, curb ramps and sidewalk work. Staff said the base bid will install conduit beneath replaced sidewalks so lighting can be added later without digging new trenches.
Schedule and next steps: staff expects to complete 90 percent design reviews in two to three weeks, receive pool plan submittals, and go to bid in October. The procurement timeline anticipates a contract award in January with a 120-working-day construction schedule, and staff said they will prioritize pool construction to target a reopening by June next year.
