The Willows City Council voted unanimously on Aug. 26 to amend the city’s general fund reserve policy by consolidating several small reserve accounts into a single general fund reserve and formally creating an apparatus replacement reserve fund.
Staff presented the finance committee’s recommendation to consolidate the catastrophic reserve and budget-stabilization reserve into one general fund reserve, and to convert a previously approved capital/special projects reserve into a distinct apparatus replacement reserve. The finance committee and staff said the change reflects the city’s modest general-fund size and will make tracking and replenishment easier.
The council also instructed staff to report progress toward the policy’s stated goal — a minimum threshold equal to $25,000 or 25 percent of ongoing general fund operating reserves — as part of the 2025–26 budget review and to provide an implementation plan for a one-to-five year reserve replenishment schedule.
Council members and finance committee members noted small legacy balances (one capital reserve contained roughly $5,000) and recommended moving that amount into the apparatus replacement reserve. Council approved the recommendation by a 5–0 vote.
Ending: Staff will bring a progress report to the October finance committee meeting and include reserve tracking in the 2025–26 budget review; the apparatus replacement reserve will receive storm/strike-team reimbursements as designated in policy.
