Crossing guard urges more radar signs and enforcement; asks committee to consider meeting time change

During the Sept. 17 public‑comment period, West Covina resident and crossing guard Steven Dubin urged the Traffic Committee to install a radar feedback sign on Belinda Avenue, refresh a faded school‑zone pavement marking on Belinda, and add signage to reduce parking in crosswalks.
Dubin, who identified himself as a crossing guard for Merlinda Elementary and gave his address as 1649 East Vine Avenue, told the committee he has observed drivers traveling 40–60 mph in school zones and credited two recently installed radar feedback signs on Vine Avenue with reducing speeds at that school. He asked whether a similar device could be placed on Belinda Avenue and suggested signage noting the state law prohibiting parking in crosswalks (citing a law effective Jan. 1, 2025) to discourage illegal parking during pick‑up and drop‑off.
Dubin also asked the committee to consider moving meeting start times earlier because of darker evenings after the November time change; staff responded that meeting times are set by city council resolution and would need council action to change.
Committee members and staff thanked Dubin for his comments and noted city functions that can provide crossing guards and enforcement. No formal action was taken at the meeting on Dubin’s requests; staff recorded the suggestions for follow‑up and noted the city can consider radar sign placement and signage needs as part of future traffic calming work.
