Council adopts 2025–26 assessment roles for Downtown and Stockyard business improvement districts

The Oklahoma City Council unanimously approved the assessment roles and related ordinances adopting the 2025–26 budgets for two business improvement districts: the Downtown Business Improvement District (Assessment District No. 6) and the Stockyard City Business Improvement District (Assessment District No. 13).
Cindy Murillo, speaking on behalf of the Downtown BID advisory board, described the advisory board’s unanimous approval of the FY26 budget and commended DOKC Partnership and the Oklahoma City Green Team for downtown cleaning and management services. “I have a full understanding of where our dollars go,” Murillo said, and she urged the council to adopt the proposed assessment structure.
The council adopted a resolution confirming the assessment roll and an ordinance establishing payment timing, penalties for delinquency, parcel assessments and a direction to record a claim of lien for unpaid assessments. The downtown district covers Automobile Alley, Bricktown, City Center, Deep Deuce, Midtown and West Village, the council record shows.
The council also adopted the Stockyard City assessment role and implementing ordinance for properties in and around South Agnew Avenue and Exchange Avenue in the area commonly known as Stockyard City. No speakers opposed either measure; both passed unanimously.
Jennifer Nakayama, president and CEO of DOKC Partnership, attended the meeting and council members thanked DOKC for downtown maintenance and programming.
