The West Covina Traffic Committee on Sept. 17 approved a package of low‑cost visibility and signing improvements for the intersection of Citrus Street and Lark Hill Drive after residents reported drivers running stop signs and speed problems near a nearby golf‑cart crossing.
TransTech Engineers noted the South Hills Country Club’s overhead pedestrian/golf‑cart crossing is close to the stop sign at the intersection, which can divert drivers’ attention. Citrus is posted at 40 mph; the consultant recommended trimming trees that obscure signs, replacing faded stop and school‑warning signs, refreshing stop bars and stop‑ahead pavement legends, upgrading the golf‑cart crossing markings to ladder style, and installing 20 feet of red curb approaching one stop sign to improve sightlines. TransTech reported one collision in 2023 involving a sideswipe of a parked car.
Committee members discussed overhead or flashing stop signs and RPM (raised pavement marker) options; staff said overhead flashing beacons could be researched for feasibility and cost but noted potential neighbor complaints from flashing lights. The consultant recommended treating the item as Phase 1 for signage and pavement work and returning with a Phase 2 study on lighting and overhead beacons if the committee wanted that option.
The committee approved the Phase 1 recommendations 4‑0 and asked staff to return with an analysis of street lighting and feasibility/costs for additional measures. No public commenters signed up for this item.
The committee noted speed humps were not an option on Citrus because of the posted speed and design criteria; staff reiterated that RPMs and red reflectors have worked at other locations to improve nighttime visibility.
