Epic Paintball seeks to move to leased city land; owner seeks permit help and clarifies permit contacts

Randall Coles of Epic Paintball Park addressed the authority during the public-comment portion on Sept. 23 to outline plans to relocate to leased city land at 8700 Northwest 10th and to ask about cleanup assistance.
Coles said his team has cleared roughly 14 cubic yards of debris from the future site and is improving security at the gate after repeated vandalism. “We are going to be moving to 8700 Northwest Tenth. It is a piece of leased land from the city through Orpara. Currently, we're in the cleaning stages,” Coles said.
Coles asked whether a roadside cleanup program he had heard about would assist with hauling accumulated debris. Another speaker clarified that the program Coles referenced had been created for Tulsa and was on state property, not a city program for Oklahoma City. Coles then said he will haul debris off as he has been.
Coles said Epic Paintball is working with state and federal agencies on permitting: he reported receiving a SWP permit (stormwater pollution prevention) and that he is working on a city permit and a permit for activities within 200 feet of a floodway (which he referred to as a FLAP permit), and that the project team has engaged the U.S. Army Corps of Engineers and the Oklahoma Department of Environmental Quality as part of the permitting process.
He asked whether the city could assist with transporting piled debris; staff replied the Tulsa/state program he cited does not apply to Oklahoma City property. Coles said Epic Paintball is targeting a move-in timeframe of late fall to early spring, subject to permitting.
