Board approves consent items and several proclamations; breaks for closed session

The Kern County Board of Supervisors on Sept. 23 approved its consent calendar, voted to adopt multiple ceremonial proclamations and recessed to closed session ahead of its afternoon session.
The board voted unanimously to approve the consent items, which the clerk described as routine matters listed across pages 2–6 of the agenda and item 31. No member of the public requested any consent item be pulled for separate discussion.
The board also approved three proclamations and a certificate of recognition by unanimous vote:
- A proclamation designating October 2025 as Paint the Town Pink Month in Kern County, recognizing local breast-cancer awareness activities.
- A proclamation recognizing Sept. 26, 2025, as California Indian Day and Tejon Tribe Pow Wow Day in Kern County.
- A certificate of recognition honoring the North of the River Recreation and Park District on its 70th anniversary.
Each proclamation and the certificate were presented by a supervising member and accepted by organization representatives; the board recorded “all ayes” for each item.
After morning presentations and public comment, the board recessed to closed session and announced it would return at 2 p.m. for the afternoon session.
