Tollway approves intergovernmental agreements with county and IDOT cost‑share, amends Illinois State Police property sale

At the Sept. 24 meeting, the Illinois State Toll Highway Authority approved multiple intergovernmental agreements (IGAs) and an amendment to a previously executed IGA with the Illinois State Police (ISP).
General counsel Kathleen presented the items and said the Authority will enter an agreement with a county (recorded in the meeting transcript as the "County of Blake") to include certain county maintenance items in the Deerfield Road bridge reconstruction over I‑94, with the county agreeing to reimburse the Tollway for actual costs. The presentation gave an estimated reimbursement amount of $1,542,383.51. The matter was moved, seconded and approved by the board.
The Authority also presented a two‑year cost‑sharing agreement with the Illinois Department of Transportation (IDOT) covering September 2025 through August 2027 for the Tollway’s Star 99 mobile phone services. Under the IGA the Tollway will invoice IDOT monthly for 50% of the cost; the presentation estimated IDOT’s share over the two‑year term at approximately $533,334. The board approved the IDOT IGA.
The third legal item was an amendment to the IGA between the Tollway and the Illinois State Police that governs ISP police services on the tollways and the acquisition of certain personal property listed in Exhibit C of the original agreement. Counsel said the parties revised Exhibit C after negotiations, and the agreed change reduced the value of the property ISP will purchase from the Tollway. The amendment reflects a reduction in the value of sold personal property of $27,988.77; the revised credit ISP will provide to the Tollway is $27,988.77. The board approved the amendment.
Board members voted to defer two additional legal items until after executive session; those items were later considered and approved in open session following executive session as recorded in the meeting minutes.
The presentations noted that the IDOT cost‑share applies to the Tollway’s Star 99 service in the Authority’s northern region and that the county reimbursement item covers specific maintenance work included in the Deerfield Road bridge project. The general counsel and staff took questions from directors about Star 99’s regional footprint and marketing; the staff response clarified the service coverage is regional within the Tollway’s 12‑county area in northern Illinois.
