Del City Council approves opioid-settlement participation and interlocal agreement for Rose Lane revitalization grant

The Del City City Council on Sept. 23 moved quickly through a short special meeting to approve a consent docket, ratify an interlocal agreement tied to a state/regional grant, and authorize the city’s participation in national opioid settlements discussed in an executive session.
The council voted unanimously to approve budget amendments listed on the consent docket and then approved entering into an interlocal agreement with the Association of Central Oklahoma Governments (ACOG) to accept a 2025–26 SIRI program award to Del City for the Revitalizing Rose Lane project. “Congratulations on winning this grant. Good job — tell your staff,” Chair/Mayor Eason said after the motion.
The council then recessed into executive session to discuss confidential matters related to pending investigations, claims and actions concerning opioid litigation. The executive-session notice cited Oklahoma statutes authorizing confidential deliberations where disclosure could impair litigation and specified pending settlement participation with Purdue Pharma LP and claims involving several pharmaceutical manufacturers.
When the council returned to open session, trustees moved to approve a resolution authorizing the city to participate in settlement agreements with Purdue Pharma LP, members of the Sackler family, and multiple manufacturers named in the executive-session notice. The motion, later amended to explicitly authorize the resolution, passed unanimously; Mayor Eason was authorized to execute the city’s participation form.
The executive-session agenda item cited Oklahoma Statutes Title 25, Section 307(b)(4), which permits limited confidentiality for pending investigations or litigation when disclosure would seriously impair the public interest, and the clerk recorded a motion and vote approving the city’s participation in the settlements.
