El Campo ISD unveils district literacy instructional framework developed with Strong Foundations grant

District administrators and teachers created a literacy instructional framework this summer using a Strong Foundations planning grant; the framework defines district beliefs, stakeholder actions and next steps for rollout to families and teachers.
El Campo Independent School District trustees received a presentation Sept. 24 on a new district literacy instructional framework developed after the district won a Strong Foundations planning grant.
District staff said the grant provided training in research-based instructional strategies and that a committee of 23 educators from kindergarten through grade 12 used that training to draft a vision statement, belief statements and stakeholder actions for literacy instruction. The vision in the document reads in part: El Campo ISD "will provide high quality research based literacy instruction for all students through reading and writing experiences to empower them to reach their full potential both today and in the future," according to the presenter.
Staff said the committee split the framework into belief statements about explicit and systematic foundational skills, complex grade-level text, knowledge and vocabulary, and use of textual evidence. The framework then maps expectations for students, teachers, school leaders and families. The presenter told the board the Texas Education Agency reviewer on a coaching call described the framework as exemplary and suggested only minor changes.
Board members and staff emphasized that the framework resulted from cross-level work: teachers and principals across K'12 provided input and vetted precise wording. Staff said the district plans to post the framework on the district website, share it with families, and give teachers access to the materials. No policy or budget action was requested at the meeting; the presentation was informational and designed to guide instructional planning and professional development.
