Mann said he attended a Housing Alliance of Pennsylvania eviction-prevention seminar that reviewed post-pandemic data and prevention strategies. He told the board that three of the county’s eight magistrate districts account for a disproportionate share of filings and that the county’s ALICE (Asset Limited, Income Constrained, Employed) population is "in the 40% range," which he said helps explain the economic pressures contributing to evictions.
"Most of those evictions do end up in favor, of the landlord," Mann said, describing outcomes in the courts. He said local providers and officials are looking at ways to help residents manage finances and avoid filings that go to court.
Mann framed the issue as an economic one rather than misconduct in most cases, saying the filings are primarily tied to arrears and not to lease violations or criminal conduct.
