The plan reflects decades of separate operations: the county created a data board and a telecom department about 40 years ago, with the data-processing work historically housed under the auditor’s office and telecom reporting to the commissioners. County staff and at least one consultant have recommended merging the two entities as the phone systems used by county offices have evolved into computer-based services.
