The Arts, Historic Preservation and Philanthropy Committee voted to recommend that the Lincoln Tunnel North mural project be forwarded to the full Columbia City Council for approval.
Abby, a representative of the Vista Guild, told the committee the mural proposal would help link the north tunnel entrance to the nearby Finley Park and the Vista Greenway and said the guild had discussed coordinating the mural artist selection with the light installation known as the Rainbow Forest. Abby said the guild and 1 Columbia discussed an RFQ and had engaged local artists to prepare concepts and that the mural would create a cohesive transition from the tunnel lights to the park.
Pamela and Xavier of 1 Columbia confirmed they issued a limited call to three local artists and that the group had provided an endorsement letter; Pamela said nothing in that endorsement had changed since the last committee review. Pamela described ongoing coordination around multiple public-art projects in the corridor, including sculptures being installed in Finley Park.
Committee chair requested a motion to recommend that the Lincoln Tunnel North mural placement move to full council for approval; the committee moved, seconded and recorded the recommendation as approved with all in favor. No roll-call vote or tally was recorded in the transcript.
Committee members asked that mural designs be coordinated with the Rainbow Forest lighting project and with any arch or gateway work the Vista neighborhood pursues. Abby said the Rainbow Forest lighting, created by an internationally known Vancouver artist, will produce a moving rainbow effect through the tunnel and that the mural and arch concepts should "nod to the Rainbow Forest" while remaining distinct.
The committee recorded the administrative approval to add this mural item to the agenda earlier in the meeting and closed the item after approving the recommendation. The mural project will next be scheduled for consideration by full council.
