Quorum Court approves three budget and salary ordinances; emergency clauses acknowledged

The Van Buren County Quorum Court on a unanimous roll call approved three ordinances addressing a salary correction, election reimbursements and sheriff's office equipment funding.
The court adopted an emergency ordinance sponsored by Becky Page to correct the manager position salary shared between the solid waste and county road departments to $20 per hour; the court also acknowledged the ordinance's emergency clause so the change takes effect immediately. The court then adopted an appropriation ordinance sponsored by Esther Bass to reappropriate $6,057.84 reimbursed to the county for holding a school election into the election commission and voter registration budgets. Finally, the court adopted an appropriation ordinance sponsored by Nikki Brown to deposit $61,534 from a Sept. 4 auction into the sheriff's office budget for equipment purchases.
Court members voted on each ordinance by roll call. For the salary-correction ordinance (ordinance number recorded in the meeting as O202533) the roll call recorded votes of Mays, Nikki Brown, Sarah, Paul, Bradford, Robertson, Paige, Virgil Lemmings and Esther Bass as "yes." The election-reimbursement ordinance (recorded as O202534) carried by the same unanimous roll call. The sheriff appropriation (recorded as O202535) likewise passed on a unanimous roll call.
Court discussion on the salary-correction ordinance clarified that no funds were being moved between departments and that the county had already been paying the correct $20 hourly rate; the ordinance was intended to reconcile the budget paperwork. The election-reimbursement ordinance listed line-item reappropriations into part-time salaries, workers' compensation, unemployment, publications, postage and other professional services for the election commission, and travel, mileage and general supplies for voter registration; the transcript lists the itemized amounts and totals for each affected budget line. The sheriff appropriation was described in the motion as a transfer of auction proceeds to purchase equipment for deputies.
All three measures were moved and seconded before the recorded roll-call votes. The meeting record shows the court used emergency clauses on the salary-correction ordinance and at least one other ordinance to make those changes effective immediately; court members acknowledged those clauses during the session.
