Council adopts parking-space-reservation code changes, councilors ask PBOT for impact analysis on extended hours

Portland City Council on Sept. 24 approved a second-reading ordinance amending the city’s code on parking-space reservations to allow greater flexibility and redistribute responsibilities among parties that manage such reservations.
Councilors discussed the item briefly. One councilor noted recent outreach from the music, theater and arts communities describing hardships caused by extended parking-hour rules and asked the council to consider addressing hours in a separate vehicle. Another councilor said the labor issues associated with the change have been discussed and staff and council members believe outstanding labor questions have been resolved for the ordinance before council.
Councilors requested that the Portland Bureau of Transportation provide an analysis of the net fiscal and operational impact of any future separate action to change parking-hour policy.
Keelan called the roll and the ordinance passed with 11 yes votes.
Councilors said they expect further conversation on broader parking-hour policy outside the current code-change item and encouraged PBOT to return with data to inform those discussions.
