Council approves Portland–Gresham urban service boundary amendments after additional outreach in District 1
Summary
The council approved comprehensive plan and zoning amendments and an intergovernmental agreement related to the Portland–Gresham urban service boundary after additional outreach in District 1; councilors said outreach produced mostly neutral or favorable responses and the items passed unanimously present.
Portland City Council on Sept. 24 approved amendments to the comprehensive plan map, zone map and Title 33 as part of the Portland–Gresham urban service boundary amendments project, and directed the city administrator to enter an intergovernmental agreement with Gresham on services and boundaries.
Councilors Dunphy and colleagues sought an additional week for outreach in District 1. Dunphy reported that staff and district teams knocked on more than 100 doors in Pleasant Valley and that most responses were indifferent and appreciative of the outreach; a small number of residents asked for additional time or more information.
Council discussion noted similar feedback from the Powell–Hurst Gilbert neighborhood association and input from the city of Gresham. Councilors thanked Bureau of Planning and Sustainability staff for their work and said the outreach effort demonstrated responsive local governance.
Both related ordinances — the comprehensive plan/zone map amendments and the intergovernmental agreement authorization — passed during second readings. Council recorded 12 yes votes for each item.
Councilors identified follow-up items for staff, including attention to public safety, urban forest, infrastructure and business development as the changes take effect and continued communication with Gresham on implementation details.
