Committee recommends confirmation of three River Community Advisory Committee reappointments

Portland Permitting and Development presented a set of reappointments for the River Community Advisory Committee (RCAC) on Sept. 23 and the Homelessness and Housing Committee voted to forward the nominations to full council with a favorable recommendation.

David Kienhausen, interim director of Portland Permitting and Development, said the bureau sought reappointment of Bruce Broussard, Kelly Holtz and Tim Larson for three-year terms through April 12, 2028. Kienhausen said the RCAC is a six-member advisory body that reviews Title 28 and advises on code and policy issues affecting river communities.

Dave Thibault, building inspection division manager and the bureau’s liaison to RCAC, summarized each nominee’s background: Broussard as a long-time floating-home resident and community participant; Holtz as active in river organizations including the Willamette waterfront groups; and Larson as a Sauvie Island resident with prior civic service. Thibault said the reappointments will fill the committee's seats and provide continuity for ongoing river-related permitting and outreach.

Councilor Zimmerman praised the reappointments and described the river communities as having particular, distinct concerns such as wakes, riparian protection and valuation of floating homes. The committee had no public testimony on the item.

A motion to forward the three reappointments to full council passed on a 5–0 vote. The committee’s record states: "The reappointments of Bruce Broussard, Kelly Holtz, and Tim Larson to the River Community Advisory Committee will move to the full council with the recommendation that appointments be confirmed."
