Votes at a glance: committee advances multiple ordinances, resolutions; rejects Hunt Club PMDP amendment

At its Sept. 23 meeting the Gallatin Council Committee acted on a string of ordinances and resolutions, forwarding most items to the full City Council and declining to advance a requested amendment to the Hunt Club preliminary master development plan.

Key outcomes

- Ordinance O02509-50 (appropriation of $5,000 from CSX Transportation Military and First Responder Grant): committee moved the ordinance forward to council (aye recorded). The grant-funded appropriation will be used to purchase equipment for the Gallatin Fire Department.

- Resolution R2509-58 (adopt Public Works mission, vision and values statement for APWA accreditation): forwarded to council with unanimous committee support.

- Ordinance O02509-51 (re-appropriation of carryover funds from prior fiscal year): forwarded to council. Finance staff said carryover projects total several million dollars and departments need the appropriations to complete ongoing work.

- Resolution R2509-59 (initial resolution authorizing notice of intent to issue up to $23,000,000 in general obligation bonds): committee voted to forward the initial resolution; staff explained the public notice will trigger a 20-day protest window required by the state comptroller.

- Resolution R2509-60 (actual bond resolution authorizing issuance and sale of general obligation bonds, not to exceed $23,000,000): committee forwarded the bond resolution; staff said the plan is a 20-year issuance to fund fire and facility projects, traffic signals, parks improvements, an IT recovery site and other capital work.

- Resolution R2509-62 (award of health, vision and dental insurance renewal to Blue Cross Blue Shield): the committee approved forwarding the recommended renewal with negotiated rate adjustments; staff said the renewal increase is within budgeted amounts and no plan design changes were recommended.

- Resolution R2509-66 (approve TIPS as a purchasing cooperative under city purchasing rules): forwarded to council to give departments another procurement cooperative option.

- Ordinance Z2509-47 (amended preliminary master development plan for 1520 Hunt Club Boulevard): after discussion about the site’s long-range designation for office uses and concerns about setting a residential precedent in a commercial corridor, a motion not to move the amendment forward passed on a committee voice vote.

Other personnel and policy items including amendments to personnel and recruitment language, holiday/time-off rules for 56-hour employees in the fire department, and an amendment to military leave language in personnel rules were also forwarded to council for final action.

Vote format and tally: committee motions were taken by voice vote without roll-call tallies in the transcript. At roll call the meeting recorded a quorum and seven members including Mayor Brown were present; the committee recorded unanimous voice approvals for the items it forwarded. The Hunt Club PMDP amendment was not forwarded after discussion and a committee motion to not move it forward received affirmative voice votes.
