A housing-authority representative told the commission HUD calculates Capital Fund Program (CFP) amounts annually and that the city must accept the award and approve an action plan showing intended uses. Staff reported the CFP award for "Planters 2" and described recent capital work: interior door replacement, cast-iron pipe replacement with PVC, hallway flooring and carpeting, chiller replacement, and rebuilding one boiler with the second currently under rebuild. Planned work described for the CFP included parking-lot resurfacing, first-floor flooring replacement, roof repairs, and a future kitchen-apartment renovation.
Staff reported the CFP fund amount in the meeting materials and moved to accept the grant and the CFP five-year action plan; the commission approved both by recorded vote. The record lists the CFP amount as $210,487.
On the city's CDBG CAPER, Community Development staff reported meeting or exceeding several goals: 16 home repairs completed against a goal of 11, five homeownership assists (goal met), and public-service agencies reporting 5,241 clients served (about 75% of the stated goal). Sidewalk work missed a July 1 deadline due to a staff vacancy but was finished in July, staff said. The commission voted to approve the CAPER submittal to HUD.
Staff encouraged eligible homeowners to apply for repair or assistance programs; staff said outreach included VA social workers and other community contacts. The motions to approve acceptance of CFP funds, the CFP action plan, and to submit the CAPER passed with unanimous "aye" votes.
