Leavenworth city commissioners unanimously concurred with the Kansas Department of Transportation (KDOT) to award a federally funded intersection safety project at Kent and Lemont to the low bidder, Julius CAUS Construction Company, Inc.
Public Works staff said KDOT opened bids on Sept. 17 and identified Julius CAUS as the lowest responsible bidder at $866,655.55; construction engineering will be provided by JEO for $176,568.44. Staff told the commission KDOT had approved up to $1,000,000 in grant funding to cover eligible costs; based on the low bid, the city's share of construction and construction engineering was estimated at roughly $104,320. The city remains responsible for 100% of design and right-of-way costs and any construction costs exceeding the KDOT funding cap.
Scope of the project reported by staff includes replacement of existing traffic signals, installation of flashing yellow left-turn arrows, signal backplates, a southbound dedicated right-turn lane, storm-sewer upgrades, and roadway overlay.
Commissioners asked about the radar detection system; staff clarified the radar detectors will actuate signals (detect vehicles) in lieu of pavement loops, not record vehicle speed for enforcement. The motion to concur with KDOT's recommendation passed with all commissioners recorded as "aye."
