Board of Regents approves budget continuations, personnel resolutions and commemorative resolution

The University of Guam Board of Regents voted on several resolutions during its Sept. 25 regular meeting, approving continuations of budgets for FY2025 into FY2026, a student financial assistance budget continuation, personnel appointments and a commemorative resolution. All recorded motions were approved unanimously by voice vote.
Key outcomes:
- Resolution 25-15: Approved continuation of the FY2025 student financial assistance program budget into FY2026. The board discussed that the continuation reflects funding levels carried forward (administration described continuation funding of about $3,700,000 from FY25) and that allocations would be adjusted following the final FY26 budget. The motion was moved by Regent Chan and seconded by Regent Buchanan and passed unanimously.
- Resolution to continue FY2025 general operations, special appropriations, auxiliary and non-appropriated funds budgets into FY2026: The Budget, Finance and Audit committee brought this continuation resolution to maintain operations while the FY26 budget was pending; the motion passed unanimously.
- Resolution (authorities 25-16 and 25-17): The Academic Personnel and Tenure committee presented two emeritus/emeritus-like recognitions. The board approved awarding professor of art status to Dr. Louis Rafiquetz (Resolution 25-16) and emeritus professor of soil science status to Dr. Mohammed Golabi (Resolution 25-17). Both motions passed unanimously after brief nominations and committee discussion.
- Resolution 25-18: The board approved a title change to rename the "Vice Provost for Research and Sponsored Programs" and the "Office of Research and Sponsored Programs" to the "Vice Provost for Research and Innovation and Center for Research and Innovation."
