Planning commission OKs conditional use permit for parks department construction trailer

The City of Augusta Planning Commission voted to approve Conditional Use Permit 20-25-14 to allow placement of a construction administration trailer at the Parks Department site at 1301 North Ohio.
Planning staff said the site is zoned industrial but is used for the Parks Department and that the trailer will serve as temporary administrative space while the city builds a new Public Works Campus. Staff told the commission the change is needed in part because a Department of Labor audit found the current building lacked adequate administrative space for employees. The trailer will be served by existing utilities, staff said.
Staff recommended approval with conditions to preserve neighborhood character: a front setback of 30 feet and a street-side setback of 15 feet, consistent with R-1 standards for adjacent residential uses. Staff said the city chose a conditional use permit (rather than a temporary-use permit) because the Public Works Campus construction could take several years and the timeline for bonding and phased construction is uncertain.
No members of the public spoke during the public hearing. Planning staff said the trailer is allowed as a conditional use in an industrial district, that visual changes are minimal, and that they did not foresee detrimental effects on nearby properties. Staff also said the decision will go to the City Council for final approval on Oct. 20.
A motion to approve CUP 20-25-14 with the stated setback conditions was made and seconded; the commission recorded the vote as all in favor and carried the motion.
During discussion a commissioner asked what would happen to the existing building at 1301; planning staff said structural engineers were being consulted but that future plans for the existing building had not been determined on the record. Staff described the existing structure as largely a storage/garage facility used to store mowers and equipment rather than conventional office space.
The commission acknowledged that the trailer could be on site for multiple years while the Public Works Campus is designed, bonded and built in phases.
