Beatty said the tag office performs functions on behalf of the State of Kansas and is governed by state statute but managed locally by county treasurer offices. “Right now, if you pay the $30 fee for a new title, only 70¢ actually stays with the county, and $29.30 goes to the state,” he said, arguing that the current allocation forces local property-tax subsidies for what should be a fee-funded service.
