The Oldham County Planning and Zoning Commission on Sept. 23 approved a preliminary subdivision plan by Paramount Limited to add eight single‑family lots on roughly 7.4 acres at Lake Stone Way and Paramount Way in Prospect.
The proposal calls for eight single‑family lots ranging from about 0.67 to 1.24 acres and is presented as an addition to the existing Paramount Estates subdivision. Senior planner Anna Barge told the commission the plan "appears to be in conformance with all zoning and subdivision regulations." The board voted 13‑0 to approve the preliminary plan; the motion was made by Commissioner Miller and seconded by Commissioner Davis.
The plan fills two parcels adjoining existing residential development and uses existing streets and sewer infrastructure already serving the subdivision, the applicant and staff said. Attorney Mike Swansberg, representing Paramount Limited, said the addition creates "low density" housing that is compatible with surrounding homes and complies with Oldham County Subdivision Regulations and the county comprehensive plan. He said the plan includes approximately 21,595 square feet (about a half acre) of designated undeveloped open space and a 15‑foot easement to extend sewer service to the new lots.
County engineer and stormwater manager Jim Silliman told the commission the project will disturb more than 1 acre and therefore will require county construction plans for stormwater quality management and erosion control and a Kentucky Division of Water KYR‑10 permit. He said the subdivision is small enough that a traffic impact study is not required.
Barge reviewed the site's history: the area was rezoned in 1987 from agricultural to residential and the larger Paramount Estates concept traces to that period; in December 2022 the county approved a separate preliminary plan for 155 lots (The Reserve at Paramount). Barge also noted the Oldham County Board of Education uses an allocation system that would allow up to 35 lots per year if school capacity is available, and staff treated the eight‑lot request as consistent with that process.
Commissioner Allison raised a Technical Review Committee (TRC) comment that the open‑space acreage and the site statistics did not match the plan; engineer Mike Hill said staff caught an error and the figures were corrected on the plan presented to the commission.
Action and next steps: the commission's approval applies only to the plan presented at the Sept. 23 public hearing; the preliminary plan must comply with all applicable federal, state and county ordinances at the time of construction‑plan approval, and no lot may be subdivided into a greater number of lots without further review by the commission. Construction will require submission of the standard stormwater and erosion control permits and any additional documents required at building plan stage.
