Gilliam County Court announced that valuations for centrally assessed utilities — including wind projects and major utility properties — are the responsibility of the Oregon Department of Revenue and cannot be assessed by the county under current state law.
County staff said they consulted the Gilliam County assessor who directed them to an Oregon statute (ORS) confirming that local assessment authority does not extend to centrally assessed properties. The court said it wanted to make the clarification public so counties and taxpayers would not rely on local assessment for these assets unless state law changes.
Staff noted that changing that authority would require a statutory change by the state legislature. The court said it will not pursue local reassessment authority absent a change in state law.
