Stephanie Brown of Community Development told the board the project is intended to provide indoor practice space for students during winter months and a community room available to the public. Brown said the structural valuation on the permit application was $2,400,000 and that associated plan review, fire and life‑safety fees and other charges for the structural permit ran about $26,000. The applicant requested a 100% fee waiver; county staff noted prior precedent of granting 50% waivers to projects such as KCC and some K‑12 projects.
A commissioner said staying consistent with prior practice made 50% the preferred option. One commissioner moved to waive 50% of the building fees for the Oregon Tech application; the motion was seconded and approved by voice vote.
Brown said she would update the paperwork to show a 50% waiver. The board’s action reduces the up‑front permit cost for the Oregon Tech field house and aligns the decision with earlier fee waivers for large community projects.
