Valley County approves $3,500 in-person employment-law training for managers

Valley County commissioners voted to move forward with an in-person employment-law training provided by Idaho Employment Lawyers, approving $3,500 for the session to be held in Cascade.
County staff presented three delivery options — in-person training with two attorneys traveling to Cascade, virtual/custom online training, or purchase of recorded sessions — and recommended an in-person session for greatest value. The presenter said the firm trains both lawyers and human-resources professionals and that an in-person format allows for question-and-answer and real-life scenario discussion.
"I think in-person training is always a lot more valuable," the Presenter said, noting the firm’s material covers "hostile work environment, harassment, ADA accommodations, legal updates, hiring best practices and performance evaluations." Commissioners discussed whether the training cost would come from the county training budget managed by Director Savoy or be shared across departments. One commissioner said making the session mandatory for department heads would maximize value; another suggested requiring attendance for staff who hire or supervise employees and recommending it to elected officials.
The board made a motion to proceed with the prosecuting attorney’s proposal for an in-person training in Cascade for $3,500. Commissioner (mover) said, “I would move that we approve or that we move forward with the prosecuting attorney's proposal for an in person training in Cascade at the for the amount of $3,500.” The motion was seconded and approved by voice vote: “All in favor. Aye.” Staff said they will work with Director Savoy to schedule the session, with the board expressing a preference for winter months or early January.
Meeting attendees noted options for half-day or full-day formats and add-on access to recordings of live trainings if all topics cannot be covered in one session. The presenter recommended a half-day session with follow-up options if commissioners prefer a shorter initial commitment. No detailed budget line-item beyond the approved $3,500 was specified at the meeting.
Next steps: staff will coordinate scheduling and logistics with Idaho Employment Lawyers and Director Savoy, notify department heads, and recommend whether attendance will be mandatory for department managers.
