Transfer-site construction continues; tipping-floor pour delayed by additive logistics, elevator inspection scheduled

Valley County staff reported construction and inspection updates for county facilities on Sept. 24, including progress at the transfer site and upcoming mandatory elevator checks.
At the transfer site, crews are preparing the tipping floor, which staff said will use a special concrete mix and a double mat of No. 6 rebar. An additive recommended by the contractor to improve curing was not delivered in time, so the full pour of the tipping floor was delayed to next week; engineers had specified additional additives and a water-cure regimen for thick pours. Staff said canopies’ steel is up and the contractor is moving quickly to complete foundations and scale installation.
Staff also said Premier will conduct the county’s five-year elevator inspection next Tuesday and Wednesday, loading and running equipment while a state inspector observes. One elevator (South Phoenix 1) is not yet ready for its five-year inspection and will remain on a later cycle.
Other updates: staff reported continued grinding of piled woody debris, work on scale foundations, and procurement of rubber‑tracked equipment for the tip-pull operation to reduce metal-track damage to the new floor.
