Chambersburg Area SD presents schematic designs, geotechnical testing, PennDOT traffic study and May 2029 construction target

District facilities staff and project partners gave a consolidated update on new-building schematic design, site engineering and schedule for several projects including Green Village Elementary, the Chambersburg Area Intermediate School and Crabtree/RLPS projects.
Presenters said the schematic phase is advancing and that the project team has completed multiple iterations. For Green Village Elementary the design team has considered a three‑story option “to gain some site space” and estimated that a three‑story layout would reduce the building footprint by about 100 feet per wing, improving internal circulation. Staff emphasized the schematics are drafts and remain subject to change.
On site work, the district submitted a traffic impact study (TIS) scoping application to PennDOT on Aug. 16 and held a scoping meeting on Sept. 10. From that meeting, presenters said PennDOT requires study of 13 intersections as well as the northbound exit ramp of I‑81; the project has been recommended for a PennDOT pilot program to expedite highway‑occupancy permits.
Civil-engineering work is also underway. The district’s civil partner HRG began surveying and base mapping in August and moved into geotechnical field exploration in September. Presenters said state environmental rules initially required 20 test sites, with test pits up to 9 feet deep; after consultation the district proposed a less invasive testing method that Department of Environmental Protection approved and a driller began borehole testing that staff said would take about three to four days.
Project timing: Crabtree schematic design is expected to be complete in October, with RLPS schematic completion expected in November. The district plans to bid the projects separately—Crabtree ready to bid in October and RLPS in November—with a target construction start that would finish in May 2029.
The board also received an update on an operational study running alongside the design work. The operations study aims to identify efficiencies through consolidation and has added a food‑service consultant; staff said the study will analyze current facility use, staffing levels, vehicle fleets and equipment to propose logical consolidation locations and operational changes.
No formal decisions were taken; staff said they would return next month with refined site options and additional civil‑engineering information.
