The Stoughton School Committee’s policy subcommittee presented two policy items on Sept. 23: a draft competency determination policy that reflects state guidance on graduation requirements, and a policy to document middle‑school pathway exploration and communications for students and families.
Competency determination: Committee members said the draft aligns with Department of Elementary and Secondary Education (DESE) changes that altered how competency and graduation determinations are documented since MCAS no longer serves as the sole graduation requirement in some circumstances. Members asked that the policy expand or define acronyms and technical terms so parents and non‑specialists can understand how competency is assessed.
Middle-school pathway exploration: The committee reviewed DESE guidance intended to ensure students and families receive timely information about career-technical education options (for example, vocational schools with lottery-based admissions). The policy would formalize district practices that expose middle-school students to vocational options and require direct family notification so parents are aware of open houses and application timelines.
Why it matters: DESE’s current approach to vocational admissions and competency determinations places a district responsibility to document that students and families had the opportunity to learn about options and that the district provided required information. Committee members emphasized the need to avoid placing operational procedures directly into policy; instead, they asked the administration to draft explicit procedures for how families will be notified and how the district will document that outreach.
Next steps: The policy subcommittee will revise the competency-determination text to expand acronyms and include plain-language explanations, and will draft a companion procedures memo describing how the district will notify families (e.g., newsletters, mailed notices, in-person sessions) and document outreach for the middle-school pathway work. The committee plans to bring a final policy and procedures back for vote at a future meeting.
