ZBA approves small food‑processing operation at 146 Hancock Street with pest‑control condition

The Quincy Zoning Board of Appeals approved a variance and finding allowing L & L International to manufacture and distribute scallion pancakes (and later rice noodle products) at 146 Hancock Street, conditioned on a pest‑control contract as part of the lease.

Attorney Rob Fleming and company president Alex Lau told the board the business will prepare frozen scallion pancakes for wholesale and local restaurants; initial operations will use mixing and freezing, not on‑site frying or final cooking. Lau said deliveries to the site will be limited — a small box truck and a minivan for outbound deliveries — and the operation expects roughly six to seven employees.

The applicant said the building will be repaved and improved before occupancy and that the business plans to manage trash and pest control through the lease. The board recorded no letters in opposition; the Department of Public Works had no objections in its review. Several board members expressed concern about odor, pests and dumpster placement; the applicant said trash would be stored along the right side of the building and wheeled out for pickup.

The board voted to approve the variance/finding with the requirement that a pest‑control contract be included as a lease obligation.

The approval allows manufacturing/processing and distribution of scallion pancakes and related products at 146 Hancock Street in a Business C district, subject to the conditions discussed (pest control contract, site repaving and trash management plan). The applicant told the board equipment is “very, very quiet” and that deliveries will be modest and staged to minimize neighborhood disruption.
