Hernando school board approves Blue Cross renewal, asks staff for more bid transparency

The Hernando County School Board voted 5-0 on Sept. 23 to renew the district's 2026 employee health benefits agreement with Blue Cross and Blue Shield, a decision board members said was intended to prevent a lapse in coverage while the district pursues more detailed review of alternatives.
Board member Mrs. Hawkins, who spoke in favor of the renewal, said the decision was made to avoid interrupting coverage: "I support moving forward with this renewal to ensure our employees and their families do not experience a lapse in their coverage." She also urged more transparency going forward: "I strongly encourage that the committee that is currently working on this to bring forward the different options for consideration to us or at least provide the board with a clear explanation of how they selected the carrier."
The vote capped a wide-ranging discussion about premium costs, network access and the board's oversight role. Board members and staff described pressure on family premiums, the limited time frame to finalize the 2026 plan and steps the district will take to present alternatives. Superintendent Pender said the district followed its purchasing and bidding procedures and offered to provide the board with additional information and to check state statute where appropriate: "We follow school board policy as far as bids go. The bidding process takes place. We either do a 1 year renewal or extension that we can do, or we do the bid process and then bring that to the board when that's approved."
Board members pressed for more documentation of bids and past comparisons. "We never get to hear what the other bids are that come in," said Mr. Goldberg, arguing the board should see rejected bids and the reasons for choosing a given option. Mr. Johnson said the insurance market can change year-to-year and noted that insurers are limited in the profit they can earn, which can affect premiums: "Insurance companies change year to year ... It's a 15% of what the premium is. So if you got a carrier who happened to have a good year, maybe their premium is less than Blue Cross, who may have had a bad year and increases their premium to cover the loss."
Mrs. Duvall defended the renewal in part on network access and historical negotiations with Florida Blue: "I will say this for Blue Cross. They have been consistent about their negotiations with this district ... The Florida Blue provides the biggest number of providers, access to the medical needs of our employees." She and other board members acknowledged that family coverage costs remain a major concern for staff.
Board discussion and follow-ups: - The board asked staff to provide a timeline and periodic updates on the insurance review process, and to present options for consideration, including a potential health trust or self-insured arrangement targeted for the 2027 plan year. Superintendent Pender said he was "looking at" a health trust option and intends to return with options for the board. - Staff and at least one board member proposed a workshop where the district would present more detailed comparisons of bids or proposals so the public and board could review the options together.
