The facilities committee recommended and the board approved Resolution 40‑2025 on Sept. 22 to award a services contract for a systemwide network security camera review and design to Design 27, a city‑certified XBE based in Indianapolis.
Adam Parsons presented the facilities committee recommendation, explaining the library’s security camera system was built piecemeal and lacked a top‑down review. The library issued a request for qualifications under Indiana procurement requirements, published notices in three Indianapolis newspapers, sent the RFQ to 19 vendors, held a pre‑SOQ conference on June 20, received seven SOQs and invited four finalists for one‑hour presentations.
The committee recommended Design 27, which Parsons said will self‑perform 100% of the work and is expected to produce design and bid documents in Q4 2025. Installation bidding is anticipated in Q1 2026 with phased installations starting at Central Library and then across branches. Parsons said the consulting contract will not exceed $100,000 and will be paid from bond fund 4.86.
The board moved, seconded and approved the resolution by roll call; recorded approvals included Doctor Matata, Doctor Palacio, Doctor Riolo, Doctor White, Miss Woodard and Ray Biederman.
Why it matters: the contract starts a planned, systemwide evaluation and standardization of surveillance infrastructure and will inform a later equipment procurement and installation schedule to improve consistency and coverage.
