Board finds property at 75 S. Cortez Ave. in violation for front‑yard parking and rubbish, sets compliance date Oct. 23

The Winter Springs Code Enforcement Board on Sept. 23 found property at 75 South Cortez Avenue in violation of city code for parking vehicles in the front yard and for accumulation of rubbish, and ordered the owner to correct both violations by Oct. 23, 2025.
Code compliance officer Carlos Defoe testified that on July 10 he observed multiple vehicles parked in the front yard and rubbish and debris stored around the front and side yards. Defoe said he mailed notices of violation, posted the property, and performed follow-up inspections that showed the violations remained. Photos in the staff packet and recent photographs taken that day showed lawn parking, a van and a silver vehicle in the yard, and collections of tires and auto parts.
No respondent appeared at the hearing. Defoe said he had no communications from the property owner and that an inoperable vehicle lacking valid registration would be addressed in a separate case if necessary; however, the board considered the parking and rubbish violations together under the single case (2025CE001429).
After discussion, the board voted to find the property in violation and set an order requiring compliance on or before Oct. 23, 2025. The board established daily civil penalties to encourage remediation: $150 per day for the Winter Springs code prohibition on parking in residential front yards and sidewalks (code section 24‑38 as cited in the hearing) and $50 per day for accumulation of rubbish under the International Property Maintenance Code citation IPMC 20‑24 §308.1. The fines run per violation and will be imposed until compliance is reported to and verified by city code enforcement.
Board members noted the property appears to have made some cleanup efforts but expressed concern about continued parking of commercial vehicles and the presence of tires that appear related to a business activity. The board advised code enforcement to maintain contact and verify compliance by the deadline.
