Jonesboro planning commission approves conditional use for replacement manufactured home

The Jonesboro Metropolitan Area Planning Commission on Sept. 23 approved a conditional use permit requested by Reginald Brown to replace an existing manufactured home with a new manufactured home on property zoned R-1.
The permit was approved by voice roll call after the applicant’s representative, Lemorians Brown, described the proposal and the reasons for choosing a manufactured home. “We are trying to get a southern, Hutchin 2 manufactured home, 32 by 76…2,256 square feet,” Lemorians Brown said, adding the family wanted a home that “will make it look like a stick built home” because of cost and financial constraints.
City staff recommended approval but said additional steps are required before a building permit can be issued. “We have reviewed it, and we would recommend approval of the conditional use permit in that area,” the city planner said, noting the property lies in an undefined floodway and that the applicant will need to address that through engineering before a building permit is issued.
A commissioner who said he visited the site moved to approve the conditional use; Commissioner Zilper seconded the motion. The commission called the roll and recorded affirmative votes, and the chair declared the request approved. After the vote, the chair instructed the applicant to meet with city staff to pursue the engineering and permit steps required to move forward.
Because the lot is in an undefined floodway, staff said the applicant will need to obtain engineering documentation showing the structure will be sited and elevated as required to be outside the floodway or otherwise meet floodplain requirements before the city can issue a building permit. Lemorians Brown said the family planned to hire an inspector and address foundation elevation as directed by city requirements.
The commission did not discuss an address, site-specific conditions beyond the floodway issue, or funding sources during the item. No members of the public offered comment on this conditional use request during the meeting.
