Staff reports: corrected downtown paving bids, Kirkwood event closures Oct. 2, railing work resumed and elevator updates

City public-works staff reported a series of operational updates at the Board of Public Works meeting on Sept. 23.
Engineering staff read a correction to recorded bid totals from the recent downtown paving bid opening. The corrected lump-sum totals remove unit-price items that were not part of the lump-sum scope. With the correction, E and B Paving LLC's bid is $425,250 and Milestone Contractors's bid is $572,857.50; the bidders have been notified, staff said.
Staff also described downtown traffic and safety plans for a promotional Indiana University athletics event scheduled for Oct. 2 on Kirkwood Avenue. Staff said they will close Dunn Street between Sixth and Fourth streets for the duration of the event and during teardown, with soft closures and barricades at adjacent approaches; access to alleys for deliveries will be maintained. Staff said they expect to clear office staff by about 5 p.m. and anticipate implementing closures roughly around 4'5 p.m., though exact timing will depend on event logistics and final coordination with public-safety partners.
Public-works staff reported crews returned to a delayed railing project near the convention center after a supplier delay and rainouts, and said the Walnut Street elevator should be fully functional; staff expect the Morton Street Garage elevator to come online within a few weeks after contractor delays.
