Plan Commission ratifies council exhibit corrections to two UDO use-table ordinances

The Bloomington Plan Commission on Sept. 8 voted to ratify two previously considered amendments to the Unified Development Ordinance after staff explained the Common Council had amended the packet exhibits that accompanied the ordinances.
The commission approved ZO-20-25 and ZO-22-25 on separate roll-call votes. Staff said neither ordinance’s substantive use-table language changed; the council had changed which exhibits were attached to the ordinance packet, requiring the planning commission to ratify the corrected exhibits.
For ZO-20-25 staff said the commission’s earlier amendment removing a stray heading for “fraternity or sorority house” did not translate into the packet the council received; the council corrected the packet attachment and the commission was asked to approve the corrected exhibit. Eric Grulich, development services manager, described the changes as scrivener’s errors and said “the ordinance and all the language, the table, everything stayed the same. It was just the exhibits that got modified.”
There was no public comment on either item. On ZO-20-25 the commission called the roll and the motion carried (roll call recorded in the meeting record). The subsequent motion to adopt ZO-22-25, likewise described by staff as an exhibits correction, also carried on roll-call vote.
Why it matters
The votes were procedural: both actions were confirmations that the packet exhibits presented to and corrected by the Common Council align with the Plan Commission’s previously approved use-table amendments. Because the exhibits attached to an ordinance packet form part of the public record, the council’s changes required the planning commission’s ratification to ensure the record and exhibits matched the commission’s earlier recommendation.
