Board approves two change orders for Winslow–Rogers resurfacing project

The Board of Public Works on Sept. 9 voted to approve two quality-related change orders for the Winslow–Rogers resurfacing project, which is under contract with Milestone Contractors LP.
Engineering staff presented Change Order 6 as a quality adjustment tied to a mid-July rain event. Staff said the contractor failed to install required erosion control on one day; the board packet listed a $200 deduction for that single-day deficiency, which staff said reduces the contract to $1,405,867.94.
Staff described Change Order 7 as work at Somerset Place and Rogers Road that adds an approximately 28-linear-foot retaining curb behind a newly constructed curb ramp to hold back a steep bank and prevent sediment from reaching the ramp. Staff said the change order also adds three days to the contract duration; staff reported a small dollar increase for that work but the transcript contained inconsistent figures for the exact new contract total. Both change orders were moved and seconded and passed on a roll call vote of Carone, Roach and Cox Deckard voting Aye.
Board members asked whether the roundabout drainage or long-term stabilization needed additional work; engineering staff replied that inlet protection and matting are in place and that vegetation stabilization to about 75% cover is the trigger for removing temporary protections.
