Hammond City’s board on Sept. 3 approved a series of Capital Improvement Board (CIB) funding allocations to address engineering, drainage, street-curing and lighting needs across the city.
City staff presented each request and the board voted to approve all items by voice vote. Requests approved at the meeting included:
- $60,000 to Nies Engineering for ongoing general engineering and professional services. - $12,230 to Advanced Engineering Services of Hammond for pavement corings and borings on 160 Fifth Street and Michigan Street. - $12,500 for installation of a French drain to address standing water in the 4800 block of Linden Alley (between Columbia and Linden). - $65,900 for curb installation on the 400 block of Fayette Street (north side) to address standing-water problems; CIB will fund 50% and a council member will fund the other 50%. - $42,430 for Sportsplex parking and landscaping improvements, including converting an entrance drive to two-way traffic and relocating two police parking spaces. - $26,296.77 to restore electrical service to lights on Sibley between Hohman and the NICTD rail tracks, including directional drilling and a new service point; staff said this is a first step toward improving lighting near Dan Reeben Plaza. - $18,500 for a guardrail on Howard Avenue at Ridge Street to prevent vehicles from leaving the roadway and striking a private residence.
In each case staff said the CIB had approved the allocations at a prior CIB meeting and recommended the board approve the funding and the associated contractor or engineering recommendation. The board approved each allocation by voice vote.
Staff and board members noted these are targeted maintenance and safety projects intended to address localized drainage, parking access and public-safety concerns. The board did not specify construction start dates for every item at the meeting; individual project schedules and contractor awards will be handled by the engineering department.
