Councilmember Susan moved the allocation and said a larger appropriation would allow a meaningful public plaza rather than a limited retrofit. "I would just really like to see us go back to the $750,000," she said, citing prior analysis of available entertainment-tax reserves and the desire for a visible, high-quality public space.
Finance staff presented reserve figures showing that with a $750,000 plaza allocation the entertainment-tax fund would still retain several hundred thousand dollars in unobligated reserves after accounting for other planned projects, including a Corn Palace improvement line. Council asked Confluence (the design team) to return with options showing what could be built within $750,000, and councilmembers discussed seeking sponsorships for additional features.
Council approved the $750,000 allocation by roll call: the motion passed 6-2.
