The commission then attempted to proceed with a second reading and final adoption. Because at least one commissioner recorded a ‘‘no’’ vote on the procedural step needed to allow second reading and adoption at the same meeting, the mayor announced that the ordinance could not be finally adopted that night and must return for a second reading at a subsequent meeting.
