The Oregon City Commission opened a public hearing and read Ordinance No. 001004, a proposed repeal of Title 3 (Revenue and Finance) and enactment of a new chapter establishing reimbursement districts for financing local improvements.
Staff reported the item had been discussed in a prior work session and that the Planning Commission had forwarded the ordinance to the city commission. No members of the public offered testimony at the public hearing and the hearing was closed.
Commissioner Holliday moved the first reading of Ordinance No. 001004 (repealing Title 3 revenue and finance chapter 3.2 and enacting new reimbursement-district provisions); the motion was seconded and passed on roll call. The commission then attempted to proceed with a second reading and final adoption. Because at least one commissioner recorded a ‘‘no’’ vote on the procedural step needed to allow second reading and adoption at the same meeting, the mayor announced that the ordinance could not be finally adopted that night and must return for a second reading at a subsequent meeting.
