Commissioners approve small increase to heavy industrial building coverage

Davidson County commissioners on Sept. 22 approved a text amendment that raises the maximum building coverage allowed in the county's Heavy Industrial (HI) zoning district by five percentage points.
Planning staff told the board the change is intended to align HI rules with the county's Light Industrial standards and to reflect a decline in smokestack-style industries since the model code the ordinance was based on was written. "Industries today are much cleaner than they used to be," Planning staffer Mr. Crook said while recommending approval. The planning board approved the amendment 5-0 on Sept. 16.
Under the current ordinance, the board was told, parcels without public water or sewer are limited to roughly 30% building coverage and parcels with utilities to roughly 40%. The amendment approved Sept. 22 increases both limits by five percentage points; staff characterized the change as a simplification to make coverage limits easier to interpret and to encourage efficient use of property.
Commissioners had no public speakers on the item; after the public hearing was opened and closed with no speakers, the board voted to adopt the change. The motion carried unanimously among commissioners present.
The county attorney and planning staff did not reference any change to permitted uses or setbacks as part of the amendment; the action was limited to the numeric building-coverage adjustment. Planning staff said a separate residential-focused zoning review is expected to return to the board later this fall.
