Warrick County opened sealed bids for the Glenbrook Drive stormwater detention repair in Fieldstone Subdivision Section B and acknowledged three proposals. The county's stormwater staff said the project was redesigned to a shallower system and that the rebid produced a range of prices.
Bids opened (lump-sum): - Dye Brothers: $210,964 (plus an optional $1,200 tree replacement for one tree at Lot 47) - Russell Excavating: $199,850 - JBI Construction Inc.: $94,200 (low bid)
The engineer's estimate on the rebid was $150,000. Stormwater staff told commissioners they had held a pre-bid meeting and contacted the bidders to ensure they understood the scope. Counsel and staff noted the low JBI bid is "way low" compared with the estimate, and the board approved awarding to JBI Construction subject to engineering confirmation that the bidder understood the full scope and to county attorney review and receipt of insurance certificates.
Action: A motion to award the project to JBI Construction, pending legal and engineering review, was made, seconded and passed 3-0.
Ending: Staff said they will verify insurance and scope with JBI and counsel before issuing a notice to proceed; commissioners asked for follow-up documentation before contracting.
