Pulaski County directs planning commission to study battery energy storage systems

The Pulaski County Board of Commissioners directed the Area Planning Commission to take a focused look at battery energy storage systems and urged them to consider language used by neighboring counties.
A motion recorded by the board asked APC staff to "take a hard look at battery energy storage system" rules and to study proposed language from White, Jasper and Warren counties, including topics such as design safety certification, heights, security fencing, signage, lighting, noise levels, setbacks, and operational standards. The board also recommended the APC consider meeting more frequently to complete the work.
The motion was seconded and carried on an apparent unanimous voice vote. Commissioners said the aim was to provide APC clear direction on topics to study, rather than to promulgate an immediate moratorium.
The APC and staff were asked to review ordinance language, technical standards and safety measures and to prepare recommendations for the commissioners on any necessary zoning or code changes.
