Hartford Council approves consent package, refers crisis-response contract to committee and delays street-safety ordinance

The Hartford City Council on Sept. 22, 2025, voted to approve a consent calendar that included grants, a property sale and several appointments, referred a contract to the Health and Human Services Committee and postponed consideration of an ordinance addressing post-construction street and sidewalk safety until Oct. 14, 2025.
The consent calendar cleared several routine items with no substantive discussion. The council approved a resolution authorizing the City of Hartford’s Department of Health and Human Services to receive funding and execute contracts and contract amendments with the Connecticut Department of Public Health. The council also voted to accept a $143,000 grant from the Connecticut Department of Transportation to create a car-seat safety program to be affiliated with Safe Kids Connecticut.
The council approved a resolution authorizing the sale of 214–216 Mather Street and confirmed appointments and reappointments: Clarissa Beth Heredia to the Planning and Zoning Commission, the reappointment of Patricia LaShane to the Hartford Housing Authority, and the appointment of Rishiya Shand to the Hartford Housing Authority. During the roll call, Councilwoman Rosato said, “Mister Clerk, I yes to all of them except the 2 resolutions for the Hartford Housing Authority.” The clerk noted the statement; the consent calendar vote was recorded as passing.
Council members also received a set of Planning, Economic Development and Housing Committee reports, including discussion items about a proposed resolution directing the Department of Public Works to evaluate and reconfigure bike lanes to support small-business viability and multimodal safety; those reports were received with no further action at the meeting.
Separately, the council moved a referral of a funding and service contract to the Health and Human Services Committee. The resolution, introduced on the floor, would authorize the Department of Health and Human Services to contract with Community Renewal Team to provide scribe crisis-response services for the HEART team initiative for an initial one-year term from Nov. 1, 2025, to Oct. 31, 2026, with an option to extend for three additional one-year terms. The council voted to refer that item to the Health and Human Services Committee for further consideration.
The council also voted to postpone an ordinance amending the Municipal Code of Hartford, Chapter 31, Article 3, Sections 31-87 and 31-95, intended to preserve safety of city streets and sidewalks after construction by utilities and after city repaving. The postponement moved the item to the Oct. 14, 2025 meeting.
The meeting opened with roll call, approval of the minutes for the Sept. 8, 2025 meeting and concluded with an adjournment; no extended debate or public comment on the substantive items was recorded in the posted transcript.
The actions taken mean the city will proceed with the grant-funded car-seat safety program and the Health and Human Services Department may pursue contract negotiations with the Community Renewal Team pending committee review. The postponed ordinance will return to the council on Oct. 14, 2025, for further consideration.
