Huron commission approves Dakota Avenue change orders, lift-station work and transfer-station payment

The Huron City Commission on Tuesday approved multiple construction-related change orders and progress payments tied to the Dakota Avenue improvements, lift-station upgrades and the Heron transfer station.
Dennis Bennett, city engineer, presented requests on the Dakota Avenue project, saying "because of rocks, we have to go up from 18 to 36 inch casing size" for the railroad casing on the water main. The commission approved that change order.
The commission also approved a streetscape change order to add an irrigation pump for features installed on Dakota Avenue; Bennett said the pump "is going to be in the monument by post office. It'll be out of sight." A separate change order for lift-station improvements submitted by TLC Olsen Construction was approved for $5,745 to complete concrete work.
Progress payments were approved: Pay Application No. 12 from BX Veil Construction for the Dakota Avenue improvements and Pay Application No. 15 from Northstar (doing business as Century Crane) for the Heron transfer station. Commission members said retainage remained for the transfer-station work but staff felt comfortable approving the payment portion.
The commission authorized soliciting bids for propane fuel (project 2025-25Q) and set a bid opening for 2 p.m. on Oct. 14, 2025.
All items were approved by roll call.
