The committee said the resulting change order totaled $20,812 to cover additional 4‑inch concrete and about 60 feet of additional curbing.
Council members asked how additional quantities arise after bids are awarded. A committee member explained that engineers estimate quantities for bids but underground utilities and other conditions found during excavation can increase work scope; after project completion the engineer measures actual quantities and confirms payment to the contractor. One council member cautioned that change orders can occur when low bids are submitted and extra work added later.
Public works also presented a plan for a Martin Road crosswalk near Jefferson School: a concrete pad and curb work estimated at $13,475. Staff said flashing beacons are optional and would cost about $5,000; the committee will discuss whether the school will contribute to the flashing lights.
The committee reported a tentative agreement for a half‑hour loading zone in front of Pace's Pizza on Third Street to support deliveries, and said Foot Avenue paving is nearing completion pending permanent striping.
The council did not adopt new policy at the meeting beyond committee approvals; staff will provide cost and signage follow‑up for the crosswalk and loading zone.
